Do you have the Silicone Image raid controller or the PXE boot enabled for the Nic? These will increase the boot time.

Mine boots fast.

Do you run Norton Internet Security? I'm not sure about the slow down before windows, but NIS could be slowing down windows loading and responding. Here's a tip I found from RegScrubXP on that (funny I just answered another post with this):

Click on Start button.

Select Control Panel.

Open "Network Connections".

Under "LAN and High-Speed Internet", right-click on your "Local Area Connection" and select "Properties".

Under "General" tab, select "Internet Protocol (TCP/IP)" and select "Properties".

Select "Use the following IP address:".

Under "IP address" enter following : 192.168.0.1

Under "Subnet Mask:" enter following : 255.255.255.0

Click "Ok".

After I did that, the pc responded much faster once into windows.

Hope this helps
