Video Card Memory Over Voltage ???

I have a Leadtek Ti4200 8x Video card on an abit nf7-s @ 8x @ 1.5 volts. I get some artifacts in windows and crash in games. I enabled hardware monitor on WinFox2 and it says my video core voltage is ok at 1.6 volts but my video memory voltage is too high at 3.6 volts. I tried to flash the card but it said it was current. I bought this used. Did I get a fried card ?
