Need P4 cooling suggestions

Ok I have a Pentium 4 2.4B Ghz Proccessor Running at 2.9 GHz, with these temps:
startup temp: 111F
idle temp: between 95-100F
full load temp: 114F

I am useing my stock heat sink and fan. I need a heatsink and fan that will provide very cool temps. Noise is not a problem, but it is better if its not that loud.

just so you know, most people here post in Celcius..... the best p4 heatsink right now for air is the thermalright SP-94. put that with a sfII or 92mm panaflow, you got yourself a nice cooler.
