If I set buspeed of my P3-800 (100 mhz) to 106 to get 850 mhz overclock and I set my peripherals ratio to 4 (on ASUS CSL2 board) to prevent them being too overclocked the peripherals will then be running at 26.5 not the default 33. Does this then slow everything down since they are running at less then default min. speed? I guess the same concern is with the reduced speed on the AGP slot which would now be 53 using a 50% ratio setting instead of the deafult 66.

Try it with the divider at 1/3- if it works you're ok. Many cards can tolerate this small of an overclock easier than they can tolerate the much larger underclock.
