Force check a PSU?

I had a damaged computer, which would turn on, now, it doesn't turn on. The computer has no hard on/off switch, just the normal reset/on off push buttons on the front. I figure it's either the PSU oir the mobo. Is there a way to for the PSU on? Or any other way to check? I don't want to go get a new PSU if this one's ok and the mobo is at fault.

unlpug the compy, hold the poere button in for 15 secs, plug it back in and try to fire it up. Works 9 out of 10 times.

If that doesn't work, plug the PSU in, locate the green wire (power good) in the mobo (atx) connector and connect it a black wire (ground) with a paper clip. It should turn on. If not, it's dead.
