How is he developing a mod for a game that is not out and most likely not finished?

Because the Code is availible.

There was a game called NavySEALs in dev. a few years ago but it got scraped. this looks awesome! I will buy HL2 just for this mod.

for a big list of mods i would go to www.hl2files.com and then scroll down the the left and look under hosted sites
