is arctic alumina ok to use on GPU and memory? it has aluminum in it, that is electricly conductive, yet Arctic Silver says its electricly nonconductive.

Arctic Alumina is not conductive at all. Perfectly safe to use on video cards!

You could also try out Ceramique, which is better than AA.

Cermaique is better than As3 but not as good as AS5

Arctic Silver is non-conductive but it is capacative.

So if it gets on traces it would be like having little capacitors in the wrongs spots (BAD)

Nope. It's a ceramic based paste, so it's completely non-conductive/capacitive.
