Ok, so I was on a tight budget and had to settle for a HP.....and yes, I know they're mostly junk but it's all I could afford at the time. It's running a 633 cel and I'd like to get more out of it. Is it possible to overclock it and if it is...how?

I haven't seen an HP yet that wasn't thoroughly neutered to prevent overclocking. About all you can do is attempt to identify the motherboard and perhaps find a manual on the web. Usually they remove all the jumpers, but you might be lucky.

If you can identify the clock generator chip you might be able to use SoftFSB.

I had an HP long ago, and it defied all attempts at overclocking, including a bios flash with the motherboard manufacturer's original non-HP bios.
