multiplier locked?

I'm running my celeron 266@400 thats 4x100 fsb
I want to try getting it a bit higher by increasing the multiplier but it is locked at 4!
How is it that most ppl say celerons are multiplier locked when I've heard of ppl running theirs at different multipliers,and I am still talking about the same cpu down to the s-spec?

intel locked ALL chips in the mid '98 timeframe. NO intel chips can change the multiplier since then. Only AMD.

I've heard of (never seen) some older procs that the multiplier was only upwardly locked. Try a lower mult & higher fsb.
