i saw a heatsink and fan at fry, and it looks different from the regular fans i've seen, the fan is placed on top of the heatsink in a water wheel like matter, i can't describe it, but picture the regular fan on top of the heatsink is spinning side way, this one is spining like the water wheel motion. how good are these? and are how loud are they? any one can find a pix to confirm what i'm talking about would be great. thanks.

You mean a blower? They are also know as squirel cages, and they work very well. They have low CFM, but higher pressure and no dead spot.
