It's not bad, but it's not the greatest. You can get the same parts from newegg for under $800 ($787.98 shipped to MN, I was board and checked).
You could use the money you save to get some better hardware. Some things I would change would be the video card, motherboard, and harddrive. The 9800se is a stripped down 9800, a 9600xt of a 9800pro would be a better choice. I would look into a Abit IC7, it has the new 875p chipset. You can get a WD 120g 8mb drive for around $70 if you can deal with rebates. You could spend about the same amount and have a better rig, and take pride in the fact that you built it yourself.
On the whole its not a bad PC but I think the starting bid is a little on the expensive side, and prices on ebay can get really high now adays, its getting less and less frequent that you actually find a bargain on there now.
Have you thought of building the PC yourself? You would save yourself a lot of money and you could choose the brand and model of each and every components that you put in tailoring the PC to your exact needs.
It really is not as hard to build a PC as a lot of people think, its actually quite simple and straight forward, to make it even easier there are plenty of guides out there to help you do it. Let us know if you would liek to build your own and then we can find out what exactly you need and what parts you will need, we can even help you put it together if you feel up to it.

For that price no.... Graphics card is the biggest drain of it...
