KT6-Delta....no post, no screen....what the?

Just got a new KT6-Delta mobo.
I tried doing a test boot....with nothing in but video card/monitor, mouse, keyboard.
Powers up....fans spin....all PS outlets in OK, Brand new Antec PS too......
I'm getting no screen and no beeps.
I checked CPU instlall- looks OK.....
I then tried a ghetto set up on my bench with no luck.
I do not have the USB plug-in D-Bracket.
I did check the cpu after it ran a while and noticed its not even warm.
Got the 12v conector in ok.
Do I need to have peripherals installed to boot?..ie....CD Rom, floppy, HDs.
Do the front panel connectors mess things up?

What can it be?

specs;
xp2800
ANTEC TPS 550W
2- WD SATA 36GB ( want to do RAID0)
1- stick of PC2700 512mb
CD ROM
FLoppy
 
Thats very wierd. Are you sure theres no contacts to the case or little bits of wire touching etc? Also have you tried clearing the CMOS just to be sure? On my KT6 the cmos jumper is right near the edge of the board on the side closest to the drive bays.
