What do you all think is the best board for dual opterons. and what chipset should i be looking for?

IMHO The Tyan Thunder K8W. I'm sorta partial to it since I own one. Very solid board. Standard A64 heatsink mounts. No overclocking options but you really don't need em with the Opterons. Very good board layout for assembly. Lots of RAM slots. Each CPU has its own bank of RAM instead of CPU 1 going through CPU 0 first like on other boards. Only downfall is Tyan requires a SSI compliant power source but people have gotten regular ATX PSUs to work on it. Performancewise its top notch. Runs every game I have flawlessly. Anything else you want to know?

where can i get those power supplys you were talking about? also can i get some of ur specs and benchies of your system?

IWill DK8X beats out the K8W, it has one more 32bit PCI, so you aren't super-restricted, the SATA is on a 66 MHz bus, and it has USB2. It's more well-rounded than the Tyan.
