i was just wondering how high i could get a celeron 800 on stock cooling???
i am running a CUV4X with 192ram (PC 133 ofcourse)

Most likely not very high. With that high of multiplier, you will run out of core capability very quickly. This is not the best choice for an overclocking chip. Most celermine cores run out between 900 and 1000MHz. At 75FSB you're already at 900 MHz. At 83FSB you're looking at 996.

Unless you are very lucky the chip may not run at 996 so you will be stuck at a lower FSB with it's correspondingly lower performance. A lower multiplier chip running at 900MHz but with a higher FSB be much faster across the board.

Trust me from experience, my Celeron II 700 @ 877 (83 fsb) is pretty fast but not as fast as a p3 866 (133fsb) or anything like that. It lacks alot of bandwidth. Only if i could get it to 100fsb (1.06ghz)!!!!!

should i buy a PIII 800 instead??
it gonna cost alot more so i will only have 128RAM
is it better to have a Celeron 800/100 with 192RAM
or a PIII 800 with 128RAM???

go with either a Celeron II 566 a Celeron II 600 or a Pentium III 700. ALL cC0. Get yourself 192mb of pc133 ram, 1 20gb 10000rpm hard drive, a good heatsink/fan combo, artic silver thermal paste, and a ATI RADEON 64MB!!! That will be a rocking setup!!!

but im not too worried bout overclocking if i get a PIII 800 and nowhere sells any of those three CPU's anymore

Groomy, if the two main choices you're stuck with are the C-800 or the P-III 800, then here's my humble opinion. Realistically, you should only expect to overclock either of those two chips to about 900 MHz. If you get more than that, then feel lucky, because destiny smiled on you. The P-III will edge out the Celly in most of the benchmarks, if the clock speeds are the same. But, the Celeron is much cheaper. It boils down to money. If you can afford it and want the best, get the P-III, if you're on a tight budget, then buy a Celeron. You really would not lose that much performance with the Celly, plus you can afford to buy more RAM or that new sound card too.

i have found a place that sells PIII 866 for the samwe price i was gonna a PIII 800 for
so i am gonna buy a PIII 866 and an extra 64RAM
but thx for everyones help

I would recommend the 800 over the 866. The EB chips are much more demanding when overclocking. Starting out at 133FSB really limits your options, and requires better ram. Also the bus speeds beat up your peripherals much worse.
