pentium III 700mhz vs 750mhz

i dont know much about overclocking so i need some advice....

i was wondering which would be a better chip for overclocking, the 700 p3 chip or the 750 p3 chip? also is there a overclocking performance difference between a oem chip or a retail chip?

Take a look at the CPU Database (from the main page). That should give you a good idea of which has the better probability.
