I'm not very good with HDDs, so if this sounds basic I'm sorry.
I want to set up a dual SATA rig.

One HDD will be a 74Gb raptor (here I want to install my OS and games and benchmarking stuff)

The second HDD will be a 250GB WD sata drive (here I will put my music, videos, and other programs that doesn't need the raptors pure speed)

Is it possible to actually do this? How would it be done?

Yes
You would buy the HDDs plug them in if you have onboard SATA or buy a PCI card. If you have native SATA on your motherboard then you don't have any problems just plug it in and install like you would normally - format the Raptor and then in windows format the 250Gb.
If you have onboard SATA that isn't native (NF2 boards for instance) or use a PCI card you need to either have a floppy ready and press the key to install SCSI/SATA drivers when asked or find a process like this (http://www.nforcershq.com/forum/viewtopic.php?t=8892&highlight=slipstream) for your motherboard so that XP has the drivers in it already (then install like normal).

Thats for XP and I am pretty sure it's the same for 2k as well but I am not totaly sure. For windows 98 I dunno :p

I'll be using an ASUS P4C800-e dlx, it has onboard sata. So it sounds really easy. Might be the way to go :)

It is pretty easy, not sure if your board has native or not though.
