Is SMSC a clock generator?

Well was told to check my mobo for a "Black chip" that should have my PLL #'s on it,Well found a chip with SMSC as the logo,Looked at the bottom, Chip made by Phoenix,Phoenix owns AMI if i am correct,So could that be my clock generator?
