i have a celeron 533 ppga and a asus cubx motherboard and i cant get my damn cpu to even do 667mhz it does 600 easily but when i do 667 it only runs in windows 2000 and the second you try to run any programs windows crashes, i have a golden orb cooler and i can't figure out why it's doing the same amount of cooling as the stock fan

By saying it's a PPGA this means it's not a Celeron 2 Coppermine in which case you are going to be hard pressed to get much more out of it than you already have.
The older Mendocino cored Celerons do not overclock very well at all. Not to say all don't, but most.
Only thing you can really try is raising voltage and keeping an eye on heat. The GOrb is not a very good cooler. Some like it but is not much better when comparing to the stock heatsink and fan.
If heat is your problem then you'll need a better cooling device, if voltage is the problem then you'll need to juice it up a bit AND still get better cooling more than likely. Otherwise, it's just hit its limit.
