FPO #, wtf, i dont understand!

I've been trying to understand this from past posts and other websites with no luck or lack of comprehension. Please clue me in on what all these number mean.

the first number after the q is the year it was made, so in your case 0 which was 2000, and the next 2 numbers are the week it was made, which n your case was week 38, the rest is just the serial code.
