Would an Antec TP430 be not enough/enough/overkill to run a 226 watt TEC and an 80 watt TEC?

not enough......by a pretty good margin.

Any ideas on what PSU would be enough to run the two?

A meanwell 320-12 dedicated for the 226watter, and then this little PSU for the 80watter.
