Help deleting critical update

I am trying to figure out which update is the one talked about in a pc magazine that causes your computer to slow down. It is the one that a person has to physically get access to your computer. I want to delete the update, but don't know what one it is under add/remove.

Which OS...and what update would allow this?

I have my Windows 2000 patched with all critical updates to PREVENT that kind of thing from happening.

After the update is applied, it should be up to the user/system administrator to disable any Windows service that allows external/remote access to your desktop, registry, shell, ftp, etc.
