27C --- idle
38-39C --- Full load

That doesnt sound to bad to me. I'm running a PIII 800E @ 960 1.85v, And my temps w/ fans @ 7volts about 29c @ idle and 33c under a full load. With my case fans @ 12volts Idle is about 27c and full load is around 31c.

I use a PIII alpha cooler. A very nice cooler.
