Either it is not making good contact, or your H2O temps are too high. I would pull the block back off and check it. Are you sure the pelt is powered? Try measuring the input line voltage with a MM.
Line V goin to the pelt is 5.13v @ 16 amps. Contact,Iv tried reinstalling it about 4 times and still no luck. As for h20 temps I tried to run the pelt overnight (hooked to differnt psu than my cpu) w/ no load on it from my videocard and my h20 temps were prolly 20-25ºC and still no luck. The card got a bit cold but nothing as id expect. Im not tryin to be a little crybaby but i didnt pay $60 for something that works just alittle bit better than a crystal orb when so i hear i should get getting condensation.

Are you sure the pelt doesnt need 12v?

how would 12v @ 4 amps be? correct me if im wrong but dont i need something w/ an high amp output?
To be exact this other thing that I have to use is a ac/dc converter which was actually used to power a "tec minifridge" I tested it and it puts out 15.68v. As for amps the converter says 4a max and I have no way to test it. Isnt amperage as big as a factor of voltage or did i hear some false info along the way?

Your problem is not the block. Your PS, water temps', or pump are what need's to be fixed.
Let's start with the PS. What is it? The Swifty TEC pulls about 6A @12v so that last PS you mentioned wont work well. What is your system PS?
Within the last 30min iv had posotive results WOOHOO. So hopefully itll keep it up. The psu is a powmax (cheap but all i could afford at the time).

I seem to be having the same problem. I was using MCW50 and under load the temp was @ 36c & idle @32c on my 9800xt. I changed out to a MCW50-T and replaced the swiftech rad with a blackice extreme rad.
Now the idle temp is 28c (only 5c drop?) and under load it jumps to 42c (about the same as stock load temp). I added a second Toyo 90CFM 120mm fan in front of the rad and still 42c under load? THe air temp going into the rad is 26c.
Is an 80w Pelt just not enough for the 9800xt?
From my own conclusion i personally dont think its enough. Even at stock speeds this ti200 kept on locking up over and over last night. I then dropped the core speed to 125 and it was still VERY hot but didnt lock up. Btw stock speed is 250.

I've seen some members post in the video cards->ATI section of these forums who have gotten 9800 Pros up to 480-500MHz core with the MCW50-T.
