I am still learning and was wondering how the voltage helps when oc. I have a P3 700E.

It sort of makes the electircal pulses stronger. That may be the easiest way to put it.

OK... How would I know when I would need to adjust this. I take it if I needed to I would have to turn it up and by how much should I go at a time.

Often when overclocking, raising the voltage a little can help make the system stable. Use 0.05 volt increments. The higher the voltage the more heat and the better your cooling had better be. With coppermines, I don't like going over 1.9v with air cooling.
Another way that extra voltage can help is to do with resistance, as the processor gets warmer it increases in resistance, from the equation V=IR where V is voltage, I is current and R is resitance you can work out that if R increases and V stays the same then I must get lower, seeing as current is more important to the chip than voltage this is one of the problems of high temps, so to get I to stay the same at higher temps you also need to increase the voltage.
