Or does it only increase the maximum speed?

Would it be better to go with two 36GB Raptors and RAID them? Or just get one 74GB Raptor (which has lower seek times)?

I don't believe that RAID will decrease your read/write times try reading this sticky http://www.ocforums.com/showthread.php?s=&threadid=104802 good info concerning your qusetions.
