In this day and age of pretesting you should either buy a pretested CPU or buy a boxed retail CPU if your buying a 700E. Don't buy and OEM chip, a lot of the good OEM chips have been filtered out of the market by dishonest pretesters who also put the rejects back in the market. Not all pretesters are bad, just some, and it does effect the market.
cC0 or cB0? Depends, I've seen a lot of good cB0 700Es including mine(boxed retail) which will do 1050 at 1.9V. But cC0s seem to be more consistently better overclockers.

how can you tell if it is CCo or CBo?

Off hand I'd say if you can check the code from the chip with the codes provided from intel, I'm sure someone else can explain this better than I can at the moment, also you can tell if you run WCPUID its a nice program by H.Oda! , the maker of SoftFSB as well.
Anyways hope that helped a lil.

All 700E cCO chips have a default voltage of 1.7v, and the cBO's have 1.65v. I cannot garantee this, but I have not seen any cBO chips with a 1.7v vcore...and I have a freind with an 800E cBO with a default of 1.65v.
