Hey,
CpuCool works fine with the p3 450 but i need to know how to change the voltage within cpucool as i dont understand the upper and lower limit stuff. Anyone familiar with the program?

You cannot alter the voltage through any software based program like cpu cool. The only way you can do it is through jumpers on the board, which the SE440BX-2 doesn't have or through the bios and this option will also most likly be disabled by the manafacturer. If like mine it is a Dell system then there is no way you can alter the core cpu voltage!
