I am thinking of getting a peltier for my Celeron II 700/P3 450. Which one would benifit the most? I am really wanting to get my Celeron II 700 to 1ghz stable. It will be stable in windows up to 1030, where it won't even boot. 1020 is stable but no games.

i'm leary of them. it may be as a result of my moving my pc, but when i moved my cpu died. i pulled off the cooler and there was some oxidation (due to moisture) on the chip. i was using a swifttech peltier and 300a celeron at the time.

Defintely the Celeron 700. If you don't mind the loud noise from a delta 38cfm fan, hot air inside your case, leave the case lid off to collect more duct, and always worry about something might go wrong. Yeah, get a high 86w+ peliter, make sure you have a good 300-Watt PS too.

Maybe water cooling would be a good starting point- then you could add a pelt later if it doesn't do it for you. Water will usually get you faster than most, if not all heatsinks. I have a full kit including the pelt I'm probably going to part with, so email me if you have an interest. I have never used it since my machines run 24/7 and I travel a lot. I don't want to come home to a melted PC because a pump failed- I'll risk it with a fan since it will shut itself down, but a pelt will "China Syndrome" without cooling.
