Welcome to the best darn overclocking site in the universe!
Do yorself a favor and don't order anything until you read the very useful and even fun to read links on the front page. I started with the beginners guides and faq. That lead to other links available from within those links that seved to give me a basic understanding of general overclocking. Unfortunately I ordered my CPU before doing this. I wound up with a CPU that won't run on my crappy OEM mobo.
After reading the guides and tips. Hang around in the forum for a while and see what kind hardware seems to be performing best. Examine the CPU database also available from front page.(PRICELESS!!)
After you've made an informed decision of the harware you think will give you the most bang for the buck, present a list in the forum and ask for the members opinion. Most members like to use pricewatch.com for finding great prices on components. There is a link to "classifieds" right here on overclockers.com where members sell their used equipment that is an excellent resource for bargains on high performance equipment.
Hope this helps. there is no one correct answer to the question you asked. From following the exploits of some of the members who really know their stuff, it appears that the journey to a great overclock is even better than arriving at the peak of performance. If you want a ready built system requiring very little work on your part, then I higly reccomend the "classified" section. A lot of guys seem to sell their stuff as soon as they reach ultimate performance.
Go for it!

You are welcome. Get an Abit BE6 II and 128Mb of PC 150 cas2 ram.
Get the Board and Chip at Atacom Here : http://www.atacom.com .This assumes you are getting a slot 1 CPU (or you could use a slotket to adapt a socket 370 cpu) get the slotket at same site if less than 20 bucks.
You can get it about 8 bucks cheaper elsewhere but last I checked Atacom had a good reputation.
Might as well get the ram there too, save on shipping. Whoever you buy from be sure to check 'em out at http://www.resellerratings.com/ .

If you a fcpga (a few dollars more) get the Abit BX133 Raid at http://www.essencom.com/
Check for alternate suppliers here http://www.pricewatch.com

From reading the posts of more experienced members I think the P3 700 is an excellent chip for overclockig. The CPU database reports an average OC speed of over 950 Mhz. Guess that's why you want one huh? Make sure you get a good Heatsink and fan and some thermal grease (arctic silver).
Tweak it 'til it begs for mercy... then tweak it a little bit more.
