It is most likely not Samsung chips. Samsung PC3200/DDR400 chips are only rated at CL 3....... but they can run CL 2.5 very easily. Samsung specs (http://www.samsung.com/Products/Semiconductor/DRAM/DDRSDRAM/DDR400_333.htm)

never mind...your link to product does not say what the Cas latency is.....sorry to waste your time (they could be samsung after all).
