How much modding would be required in order to use a prommie on a dual CPU setup?

More than could ever be worthwhile. It's a LOT of work, and thats for professionals that already know what they're doing.

In short: Its hard. very hard. And from what I hear, it lowers the cooling power of the unit a LOT.

i don't think a prommy's compressor can pull 2 cpus u would need something around 1/2 hp for a dual evap
and you have to be very good at cap tube sizing

Or you could buy 2 :D but that would not be worth it IMO.

So i'd probably be better off building a water chiller and chilling it to sub 0 temps then. Could I obtain sub 0 temps using TEC on the CPU and waterchiller combination?

Definatly. In fact im certain of that. Just do not touch it though, it will be so cold your finger will stick to it.

what would i think of using to make a decent chiller that still looks good?

I'd gut an old drinking fountain, and use that to chill. Wrap all your insulated tubing with heatshrink tubing and the stuff PSU's are usually sleeved with (the name escapes me at the moment). As for the waterblock, i'm still trying to figure out how to make it look nicer than just a large block of black neoprene :-/
