I have seen a sapphire 9800 pro w/128mb memory for $227, but I was wondering if I could get something better for the $$ when the new ati and nvidia cards come out in a couple of months..
Another question, what is the mentioned card getting with an oc'ed 2.4c at about 3200mhz on 3dmark 2003????

There should be better cards out (R420) in the next month or so. But this doesn't mean that they'll be better cards within reasonable prices within the next few months. Or a better value for the buck.
The Sapphire 9800 Pro 128MB from NewEgg for less then $230 is a good deal. A R350 Core with 128MB 256-bit 2.86ns Hynix memory is an ideal combination for an overclocking card. The main question here is, is this a thing that you value at or above $230? Is a new card worth $230 to you, or $500? or $150?
But until people start overclocking and benching the thing, we don't have anything but assumptions to judge the value of a new card.
It's a betting game, which side do you feel lucky betting on?
