My previous case+PSU (250w) run my Cely300A@450 without any problem but when I buy a new case+PSU (300w) it shutdown my PC after 2 or 3 minutes running!!!
I decide to run my Cely at its original speed and it run very stable (with new case+PSU).... My new case has no fan on it, so I think it's heat problem. Anyone know this problem before??? Can you tell me...

Sounds like a heat problem to me but to find out for sure you can take the side cover off and aim a fan at your PC and see if that will keep it running longer if that works then it's time for you to do some serious cooling work.
Other possibility is that your new PSU gives lower voltages.
This is what happened to me. I replaced my old trusty 235 W PSU with a new 300 W in hopes to get higher o/c. What happened was vice versa. The reason was that it was adjusted to lower voltages. It gave constantly less than 12 V, less that 3.48 V which is necessary for my memory - and about 0.05 V less than it should for Vcore under load. Now after burning the fuse of the new one I have the old back and the 866 MHz I was aiming at...
