DVD and CD-RW prob?

I just put my friend together a duron 1.6 system with my oldish DVD-ROM drive (master) and 40x CD-RW (slave) on IDE2 port. Whenever a cd is put into the dvd rom (haven't tried the plextor) everything slows down to a stop for about 5-8 seconds, then it's normal afterwards. Anyone know what I can do?
Oh yeah, it's a NF7-S 2.0.
