I have a PSU just like that. the best way to power it is to grab an old 3 prong power cord and cut it up. In the power cord there should be a White, Black, and Green wire. Connect the green to the Ground, White to AC(N) and Black to AC(L)

When connecting your pelt, connect the red wire to V+ and the black wire to V-.

What is great about this PSU is the voltage adjustment, once you have your peltier hooked up and running, connect a digital volt meter to the V+ and V- terminals, you can then adjust the voltage by turnign the litle pot (know) with a screwdriver. Chances are your Pelt will perform best at a certain temperature, to find this temperature just slowly tweak the voltage. if you turn the voltage too high, the PSU will click off, preventing it from damaging itself. to turn it back on, turn the voltage knob back to a more reasonable setting, and disconnect the AC power, leave the AC power off until the PSU has completely drained. this may take up to 10 minutes.

yeah, my PS is just like that, the S- and S+ are for connecting to the end of the leads, this allows the psu to compensate for voltage loss. Green is ground, White is AC(N) (Neutral) and Black is AC(L) (live). Use what Iron said, a 3 prong ac plug.
