for my chiller i am working on for a friend, i have the entire waterblock encased in neoprene with the only open place to the block is a hole cut in where the cpu core would go. in the socket, i have a neoprene square. my question is this: no air = no condensation so would that mean that because the only part exposed to the cold is the core and all around it is insulated by neoprene, would putting neoprene around the socket and behind the socket necessary (and siliconing the mobo too)?

kthxbye

I would still say yes, remember that air molecules are extrememly small and even if somethings waterproof that doesn't mean its air tight. I would still take care to either silicone the surrounding socket areas or at least use some di-electric grease.

Yes because the cold spreads and makes every thing around the cpu and block cold as well , and if anything that is not insullated drops below room temps you will get condensation.
