DFI Pe21-EL, FSB problems

My FSB is only at 100. The manual gives jumper settings for Auto, 100, 133, and 166. I've tried all of these. Only Auto would work properly. The other times my computer would power up, but wouldnt boot windows or CMOS for that matter. Never got the 'good' beep.

I've got:
DFI PE21-EL
P4 2.0
WinXP Pro
768MB DDR 3200


I've tried to get on vent Angry_Games, but I need the correct port # in order to connect. I use Vent for gaming purposes.
