Is it possible to bridge the 2 5v outputs and the 2v output to get 12 volts at ~70 amps using this (http://www.surpluscenter.com/item.asp?UID=2004021311102246&item=15-1140&catname=electric) power supply?

No, you would need a +5v and a -5V to get 10V out of.

Well I'd be willing to guess it has 2 -5v and a -2v rail. if it does is it possible? and is my guess of around 70 amps correct?

It outputs what it says there. 2V, 5V and 12V is all you are going to get. You could power the peltier from 5V or indeed multiple peltiers as 150A is no wimpy rail  - you could also do one small peltier at 12V. I think they make peltiers that are set up with more elements in parallel so they draw more current but operate at a lower voltage.

Uhm for some reason I get the feeling 5v won't run a pelt very well. Maybe if I bought of them I could somehow bridge them?

5v will run it, just not as powerful. but no, you cannot bridge lines like that. It just doesnt work.

I just got this (http://www.compgeeks.com/details.asp?invtid=AP400W) PSU in the mail today, and I'll be testing it with a 226w peltier as soon as I can get my hands on the power headers I need to combine the wires after the connectors as to not void the warranty.

looks good squeakygeek, but make sure to not only run 1 line to the pelt, run at least 2 or they may overheat or even melt. The wires on the pelt look small but they are tinned and can handle the current, even though they still get hot.
