what's the best mobo to get the most out my celeron 400? HSF suggestions much appreciated also!

The smartest thing to do would be to buy either an Abit BX-133 RAID, or ASUS CUSL2 , both boards really great, and both have received great awards from all sites. Both are FC-PGA mainboards, which means that you can after a while if you want to upgrade to a Pentium III / Celeron II.
For the HSF thing, it depends what performance/noise/price ratio you want. I'd personally recommend the GlobalWin WBK-38, which is a very good HSF, coming with a Delta Fan, which is a load mofo , but very good. I think the noise level of the fan is measured to be 46.5 dB or something like that .. so you can imagine the noise, but it's a sweeet HSF .. :)

The 400 chip is a slot one CPU. It won't fit in those motherboards. Go with Abit BH6 motherboard for that old Celly.
can't i just take it out of the slot board and put it in a socket 370?

No you can't.
If you really can't afford a knew CPU i'd get a BH6/BX6, ive got the BH6 (2 yrs old) and it is a top board , especially if you want to o/c.
But when you want to upgrade to PGA you'll have to get an adapter (which is fine but not ideal, especially when you want to put a chunky HSF on it)
But for a little extra you can get a celery 600/33 and o/c the crap out of it, and buy an up-to-date mobo instead of the older but still good BH6.
If it HAS to be a slot 1 get the BH6, ive got a celery 633@791 s-HSF in mine and it's sweet.
