How can i change L2 speed from half to full activity on Pii 450Mhz

Do you mean running your core to run its off-die L2 cache to run at Full speed?.. Impossible.
But then yours is already running at 512kb of tag (cache) for the data transfer each time but running at half the speed as you stated.

In order to run it at full speed, you need Cu. based processor... that is P3 cB0 and newer steppings.
