A laboratory water chiller on ebay ($75 for mine) + a water cooling system (about $100)
If by phase change, you mean direct die- the cheapest will be home made from scratch.

dont pooh pooh the soda machine. It is $75 shipped and you'll spend another hundred maybe adapting it. check out this thread for some of the process: (I am still testng, down to about -15c unloaded, as in not connected to computer, so far)
