If you recall a few days ago, i had a problem overclocking my celeron 700, now im running (with stock equipment at 1.8 volts) at 875mhz with a 83 mhz FSB)
the current temp is 30C at boot up and right as we speak, SETI@HOME is running putting that homegrown goodness of Intel Cellery Processor To Work, Thanks Guys!

Try dropping the Voltage man! I run my OEM Celly 700 at 875 at 1.65 core voltage with no problems!

Some chips require higher vcore settings than others to maintain stability at faster settings. His chip might need that extra "ooomp" to get him to that point than yours. 1.8v for that chip is hardly a drastic jump in vcore. When he gets some really good thermal compound, and gets a better hsf than the intel unit, he'll be ready to rock. Just watch those temps with the intel hsf on there, until you can get a better one.

1.95v isn't an unreasonable vcore setting for this chip...it IS, without adequate cooling...the intel unit won't cut it that high. 1.8v is right about as hard as I'd push it with that hsf.

after running SETI, i was disapointed to only find that the average temp droped by a degree, so while running SETI is running, i got a 25C processor,
