Best video in/out

I have some tapes (VHS) and a cam corder that has the red.yellow,white. I want to get it onto the computer with sound to avi/mpeg, and I want to be able to put video ontop tape, what is the cheapst/best sollution for this

How about a video capture card such as this (http://www.ati.com/products/tvwonderpro/index.html)? There are quite a few companys that make them.
