If those are your temps with air, water isn't going to give you anything in the temp department. It may be able to increase your OC. How are you measuring/reading your current idle/load temps?

Water tends to give better temps at higher overclocks, not better temps at stock. Water cooling might be able to increase your OC though, like SemiCycle said.
AND much silent, i'm going back to water now so no temp as of yet. I've seen others with the same temp that you got except quiter and they can bump higher voltage therefore runs at higher speed. You will see what mean when you pumo your vcore to 1.85v and clock higher ;)
Im overclocking xp 2500 11x 200 vcore 1.65

you can OC better even with AIR, i say about 11*215
but with water and more V, u can do crazy oc like (my friend)
8.5*250

id didn't sad my freind uses ASUS.
he's using NF-7 S rev2 with some mods.
but i think sct can do 215 on an ASUS
nah hes lucky to pass 200
but the point here is the CPU overclock NOT FSB.
sct, your temp is on the safe side why dont you pump the voltage to 1.85v and see how high your CPU can go and what temp you will get.
