Are there any Mobo that has holes around the NB for mounting of WB? I have seen many with just clips that are sodered to the PCB and the NB sink hooks onto them.
 
depends on your motherboard. with the new intel chipsets, 865 and 875, many motherboards used a hoop and clip retention. on all (or most?) other motherboards, there are holes.
 
Yes, the Intel reference design for the i865/i875 chipset motherboards have the loop/clip retention for N/B heatsink mounting. Most of the mobos prior to these newer chipsets had the standard two holes for mounting. I've seen a couple of waterblocks offered now that uses the newer retention system.
