Is there any CAD program which is free for non-commercial use, preferably as similar to Autocad 2000 as possible, and preferably has the ability to load and save Autocad files?
 
I would imagine it would be able to handle AutoCAD files, since Discreet owns Autodesk, but... You might want to give GMax a try. I know that 3dStudioMax allows you to import/export AutoCAD files, so I would imagine GMax would allow you to as well. GMax is a free (crippled) version of 3dStudioMax for game designers; the only real difference is that you can't render in GMax. More info here. Hope that helps!
 
intelliCAD is free, I got it on a DVD rom with a PC magazine about 18 months ago, never installed it, but it claimed autocad compatability
