Yes but only if your mobo doesn't have some jumper for 66 (or 'auto') and 100 FSB cuz this already overrides pin bf21. I would use some nailpolish (aplly it with a toothpick or something) instead of tape. You don't want a piece of tape to get stuck in the Slot1 when you have to remove the CPU later on.
