IS it an error concerned with windows or a 3rd party program? If ya go to support.microsoft.com and look up error code 10, quite a few different things come up.

in what context, and what is the error message, what application or service is generating the error?
A little more info would be nice...

example from the application log...
date: XX/XX/XX
time: XXX
type: error
source: XXXXXXXX
Category: (XXX)
EventID: XXX

xp pro
when installing drivers for my tv card i get error code 10 device can not start

Error Code 10.

Dead, or there is a major problem with the device, or its drivers. I used to come across this one whilst a tech for an ISP (The ADSL modem died a lot). Never had it myself. Check the item in another computer if you can, and be prepared to take/send it back.
