You can buy a thermometer that has a small diode you place on the CPU(or drill into the heatsink)
I think PCnut carries them.

A) how much does one of those cost?
B) if i wanted to o/c the processor w/out lookin at the temp...is there a safe guide as to how far i can go without messing anything up? All i wanna do is hit 450...that should last me nicely...is it safe to assume the fsb will safely hit 133mhz? or no?

did you check the CPU database?

if you did check the CPU database, you would find that some guy hit 900MHZ with that PII, although he used liquid nitrogen cooling, others have hit around 600 with stock HSF

As long as your cooling is adequate a 100mhz jump most likely isnt going to damage anything. Im not saying its gonna work because many factors can stop you from reaching the o/c such as cooling and out of spec pci/agp speeds. Trial and error is really the only way to know if its gonna work. If it doesnt work and isnt stable, lower it down a notch.
As long as your not playing around with huge amounts of voltage your not going to kill the chip.
Good luck!

everything i have on it is stock...all i want is that extra 100mhz out of it...(getting a new comp soon so i wanna see wut i can reach with this baby)...even if i do fry the processor, as long as nothing else gets detsroyed i wont mind much
