I have a P3 700cBO cpu on a ASUS CUSL2 mobo. When running Prime95. Is it best to run at:
700Mhz - 1.95v w/load temp of 44c,
910Mhz - 1.70v w/load temp of 43c or
945Mhz - 1.85v w/load temp of 46c?
(room temp is 77f)
Goal is to get the computer to be able to boot and run at 945Mhz. Right now it will boot and run good at 910Mhz but I have to restart it to get up to 945Mhz but once I'm there it runs great! Wouldnt it make sence to run it at 945Mhz so it will get use to being there?

I think all of those load temps are high though you might be lucky and have a chip that can run stable in an oven.

If you are not running the torture test successfully at a given speed at the lowest vcore at which it will boot to that speed, then try to get the temps down to 35-37C and see if that makes it stable. If not, and you can raise the vcore a little without too much effect on the temps, then try higher voltages and see if Prime95 goes any further.

Of course if you are just asking about the best burn in technique, I don't know if there is one. Some folks just say use your computer for a few weeks and then try to oc higher. I don't know if there is a magic shortcut.
